LocalActionBase and LocalActionInterface has to work with routes containing parameters

basically the same as #2045267: LocalTaskBase and LocalTaskInterface has to work with routes containing parameters

We need the original (not upcast) path parameters, and need to render the URL based on route name + parameters.
