Follow up of #1754246: Languages should be configuration entities

Part of #1910624: [META] Introduce and complete configuration schemas in all of core See that for hints on reviewing.

Create configuration schema for language config entities to work like other other config entities.

Patch applied seamlessly. Created new language and the config seems to what exactly written. Tried n tested as per #2.
