I have been testing the language system and believe that this is a usability bug.

Steps to repeat:
1. Install Drupal with another language or enable a second language.
2. Create second user and log in with them and visit account edit page
3. Change language from the default language to a second language

Expected results:
Site changes to that language

Actual results:
Language only changes if the site administrator has selected the "Path prefix with language fallback...." option on "admin/settings/language/configure"

The attached patch hides the language selection on the account edit page unless the site is in the mode where a change becomes visible. The language selection is still available to users with "Administer users" permission who are looking at the user creation form. Perhaps it should be hidden there as well.

Other possible solutions should be to add help text that explains to the user why changing their language has no effect, but that seems clumsy and less usable (we should strive for as little help text as possible, right?).

(p.s. I'm not in my normal patch making environment so my apologies if this patch is mal-formed.)

This was originally there, and then removed later, because the language is also used for other tasks outside of displaying site pages, like sending email. Ie. you have a multilanguage blog with no content translation, so you don't want path prefixes to show up in your URLs, but you still want your users to get their mails in whatever language they intend to use.

Ok, I guess that makes sense. Thanks for the explanation.

I guess ideally we'd have some way to know if the language were going to affect anything (i.e. a way for the mail module that uses this to indicate its presence) and make the display of the field optional on that. Pending that, though, I'm marking this as by design.
