User ability to delete a comment

As far as I can tell, users who have permission to post comments, but who are not authorized to administer all comments, cannot be given permission to delete their own comments.

This experience is contrary to the behavior for blog entries and other content types, in which a user may be granted "edit own" permission over a specified content type.

Since deleting a node has the effect of deleting all comments associated with it, and deleting a comment has the effect of deleting any "child" comments associated with it, it would seem that site administrators -- who already have the power to let users delete their own nodes -- should have the option of permitting users to delete their own comments as well.
