As per http://drupal.org/node/1935094#comment-7223994 and http://drupal.org/node/1948884#comment-7204364 creating config folder in a module without a config file making build failure. To have config schema file, we need to have config folder in some modules (block, tour etc) without config.

In fact since come up with a test case for this is going to be a pain I suggest we won't fix based on the fix being included in #1948884: Create configuration schemas for block and custom_block modules
