Rename \Drupal\system\Tests\System\SystemConfigFormBase to \Drupal\system\Tests\System\SystemConfigFormTestBase [#1945326]

We have \Drupal\system\SystemConfigFormBase, but we have a naming clash with the pre-existing test class.
