Hi,
When I try to import language Gettext file for the Drupal 7.21 release, the following message is displayed :

This is a core issue and isn't related to Commons.

I'd suggest clearing out any temporary files manually or waiting for them to be purged via cron (temporary files are automatically removed, after a period of time, during cron runs) before attempting to import any translations.
