I have an implementation of a Drupal site where i created a "Power User" role. This role has permission to view user profiles, but when i tried to access a profile, some profiles are not accessible and some are. What do can be the cause of this? I walked through the code and was not able to determine what the issue is. I have the following configuration:
MySQL 4.1.20
PHP 4.3.9
Apache 2.0.52

A related issue is: I have "Webform" installed and have set the permission to do everything for the webform this same role, but the user still does not have any access. I am not sure if this is related, but want to give you all the information possible. Thanks

Were all of the user profiles active users? Blocked users can only be viewed with administer users permissions.

The users in question are all active.

As for the user profiles - Drupal contains an additional restriction, so user profiles that never logged in yet show as 404's. This is a good measure against spam, because otherwise spam-bots would be able to plant arbitrary things to your site by just anonymously submitting user-registration form (especially if you've anything like "personal website" or other link-style profile fields).

But however, there are scenarios where admin creates fake profiles himself, wanting them to be visible without the formal login. Then, the Drupal's behavior is wrong, I believe.

Please see http://drupal.org/node/171117 for further discussion, and my patch, which is waiting for review.

I don't know what 'Webform' is, but the user-profile part here is a duplicate issue.

Oh, and the title was non-descriptive, so I tried to improve it a bit :)

Due to the age of the last comment on this issue and due to the fact that D5 is no longer supported, I am closing this issue.
