Hi Please solve this issue. Even when I have disbaled cache and csss aggregation btu still users do not see changes untill logon and hence when they see no updated content they do not even login because they think the site has nothing changed. This is really affecting my site.

Use phpMyAdmin and Truncate cache_filters. It doesn't follow the rules unfortunately and I've found it to cause issues especially with development where the UI is changing every few minutes or seconds.

Probably your server is configured to GZIP css files by default.
