I receive above error when I want to view the members list on clicking 'People' in Admin view.

Salif commentedI have the same issue after update a bunch of modules (the last ctools and other) and trying to run update.php
I have also update to d7.14

qsurti commentedI up dated few modules including cTools, Classified, entity, Drupal for Facebook, colorbox and updated the database as per the procedure. That is all I remember. Later I tried to check on number of members and I got the above error only on that page. Screen shot is attached.

Salif commentedI've solved this issue in this particular case, by :
1- disable the rules module at (www.exemple/admin/modules) or delete it from sites/all/ modules folder
2- Uninstall the module at (www.exemple/admin/modules/uninstall)
3- Clear cache, (www.exemple/admin/config/development/performance)
4- run the update script at (www.exemple/admin/modules)
5- And reinstall the module as you did before
It sould be the same for any other module. You can find your concerned module in the error message. In the cases above it is there in the : ...FROM { rules_config }
Make sure to consider the "required by" modules when disabling a module. And reenable them after fixing the issue.
