After a fresh install, the site title, email address, clean URL settings, etc. are saved to the database, but are not immediately used by the site. The default title "Drupal" appears and clean URLs are disabled immediately after completing the installation even if they were enabled by the installer.

Visiting any settings page causes the settings chosen in the installer to be used.

This could easily be a variable cache issue. Feel free to submit a patch.

I think this is a duplicate of this issue http://drupal.org/node/151280. I will let someone else to decide whether this is true.
