There is a minor bug in Drupal 7.x and Drupal 8.x form.inc.
Usually there is a $t = get_t(); statement in every theme function which
is used during the installation process.

However for the form_pre_render_conditional_form_element the variable
$t is undefined.

I assume that this function is not called during the installer and would
turn $t into t.
