When you're visiting any text format at admin/config/content/formats/* and nothing is selected in Enabled filters there's an ugly UX issue with the Filter settings section:

This will only be ok when you select Limit allowed HTML tags and/or Convert URLs into links

Filter Settings - OK

I flagged this as a bug even if there's nothing blocking anything because it shouldn't even be displayed in first place when nothing is selected.

Oh, and there is a more active/complete issue at #1479210: Text format creation form shows empty "Filter processing order" table/heading! Now marking this as a duplicate!
