When using the Overlay module, the admin tabs run off the left side of the screen in certain scenarios.

To replicate:
- fresh D7 install using the standard profile
- install content_access and conditional_fields modules to add new admin tabs
- View the "Edit" form for "Article"
- Resize the browser window to see the tabs running off the left side of the screen

Verified with Seven and Bartik set as active theme. See the attached screen-shot with annotations.

I'm not sure this is a duplicate. This ticket is for the "Overlay" module, while the referenced ticket is actually for the "Seven" theme. It's a similar css issue in both cases, but two different components requiring separate treatment.

The original ticket was misplaced, but in replicating the issue I found that there actually was a similar bug with Seven separately from the Overlay module. So I updated the original ticket with my findings about Seven, and filed a new issue for Overlay. Is there a better way to achieve the same end?
