I am not an experienced Drupal developer, so I MIGHT be getting this wrong, but it seems that irrespective of my locale settings, the $submitted variable always hold the date/time in the format only used by one country in the world (US!) - namely mm/dd/yy + time.

Shouldn't this be fixed to use one of the standard formats specified in regional settings (e.g. "medium") rather than a country-specific version?

I'm not sure which component this should be posted in - feeel free to move it if I've got it in the wrong place!

This isn't a theming question, but a configuration question. If you go to admin/config/regional/date-time, you will be able to configure your display settings.
