Checking Updates page says everything is up to date. This is a fresh dev version install with no modules added.

This issue seems widespread and there appears to be no definitive solution. It is NOT -- repeat NOT -- a cache issue. Near as I can tell, this seems to be an issue related to Drupal being unable to (either for network, system or application -- PHP, Drupal, not sure -- settings) retrieve information.
