The user.module checks to see if the "pictures" directory exists, if it doesn't exist it creates it. The problem that I have with this behaviour is that the directory is owned by the user that the webserver is running under, so in my case I have a directory owned by "nobody" which I can't delete. The weird thing about it is that after browsing to /admin/user/configure, I have picture support disabled and it still creates the directory for it.
I'm not sure what the best solution to this is as by prompting the user to create the directory it makes Drupal a little less user friendly but on the other hand the same could be said about creating directories that can't be deleted. Perhaps prompting the user to create the directory as it does with the files directory is a better solution because at least then the directory is able to be deleted.
