keichee commentedif the minified git version jqueryui jss and css are implemented, there will be significant positive performance and speed that can be achieved.
first and foremost, git version has many bug fixes and speed performance fixes
http://wiki.jqueryui.com/w/page/12138038/Roadmap
second:
upgrading to latest git version of jqueryui js and css should be very easy task in drupal core.
2 files vs multiple files
i can dedicate myself in submitting patches to it.
third:
other old and new jqueryui functionalities can be achieved without core coding or modifying.
fourth:
modern browsers cache previous downloaded js and css, which when the css and js have been cached, it will bring the best performance without redownloading again from the server.
fifth:
will removed many procedural processes to the core, which signify fast loading times, less processes to the server
sixth:
drupal coders/module developers/etc can use old and new jqueryui functionalities without implementing the lazy loading code or other addition to their code to load a specific jqueryui library thus less php code, less server processes.
seventh:
modern browsers are much faster if the js and css is cached to the client side, its better to delegate js and css to the client side rather to the server side.
eight:
they support old js and css code and introduce new ones, so old js code should be compatible with new js and css libraries against modern and old browsers they support.
nine:
best practice nowadays is to use intensively js and css, all client side and minimize php processes (server side)

damien tournoud commentedOk, then no.
This is somewhat a duplicate of #1085590: Update to jQuery UI 1.9. The rest of your points show little understanding in how Drupal and Javascript / jQuery actually works.
