Hello, the Drupal issue queue is a place for reporting issues or asking for new features. Please use one of the other methods of support available for Drupal.

For community & support please visit the community & support page on drupal.org (http://drupal.org/community). The aforementioned page provides a list of different support options such as IRC, forums and commercial chat.

That said, for D6, I'd check out the Switchtheme module (http://drupal.org/project/switchtheme) which allows users to switch between enabled themes using a block. Hosting and providing a link to downloaded files can be easily accomplished using the core file module.
