1. Uploaded Views and cTools module.
2. Enabled Views, which said it needed cTools.
3. Agreed to add cTools - the page refreshed and I was at the home page. Menu bar across the top was gone.
4. Went in to modules section - had to re-enable all modules. So far everything seems to be working. Will update with more info.

Wow. I have no idea how that could possibly happen. I did nearly exactly that just yesterday on a test site for something else and what you observed definitely did not happen for me.

Moving this to core -- this sounds like it might be a core bug of some flavor.

Everything seems to be working ok - once I reactivated the modules.

Interesting note, the same thing happened when I installed the Entity API module. It seems to happen when there is a dependency on another module.

I tried, but failed to reproduce this issue:

Fresh install of D7, standard profile, SQLite backend.
Uploaded Views, cTools, and some other modules.
Click on Modules.
Select Views, click Submit.
Choose Continue on page which tells me that Chaos tools must also be installed.

Result:
Views and cTools installed, no other module was disabled.

Are you running 7.0? Can you reliably reproduce this?

I don't know if I can reproduce it, but after dinner (family allowing) I'll try and let you know. I've been trying to figure out the name of the bar across the top that has home, Dashboard, Content, Structure, Appearance, People... somehow I've lost it! lol

I will reinstall and try again. :)

Worked great, have no idea what changed other than the install module link.
