Just fired up a 5.x testbed -- was disappointed when I received this error message creating a new user account:
warning: Invalid argument supplied for foreach() in C:\www_hosts\naspa5\modules\taxonomy\taxonomy.module on line 1363.

NaSPA1 commentedIn case it matters - I'm running 5.x Beta 2 with PHP 5.1.2 under Apache 2.2 on Windows 2000.

webchickAny other details you could supply? Other modules you have installed? Details of what taxonomy vocabularies you've created (if any?) In particular, steps to reproduce? I can't see this problem with a clean install of beta 2.

NaSPA1 commentedNo, this was also a clean install of only the 5.x core. No additional modules, no vocabularies created yet.
