Problem/Motivation

A form can send its values again unchanged: UI Patterns does it when a source row closes (#3622928). No revision is added, but the update still saves and re-renders the islands, about 20 KB per request.

Proposed resolution

In ApiController::update(), compare the state hash around setSource(), and return an empty response when it did not change.
