Configuration settings:

  • Disable admin forms checkbox (disabled by default to prevent major issues)
  • Disable non-admin forms checkbox
  • Enable message checkbox
  • Modify message text

Permissions:

  • Administer disabled forms
  • Use disabled forms

Added "individual form disabling / enabling" to above patch.

Done! I recommend starting a 7.x-2.x branch since this is a significant change in functionality.
