I recently upgraded to 4.7.x and cannot get the actuators to work. Since I am using a different theme than before, I figured I would convert back, but it still didn't work. It appears that the javascript is being called or used correctly, even though it worked fine before the upgrade.

The expandable menus are working on http://www.sean-ward.com/?q=taxonomy_dhtml but not on http://www.sean-ward.com/?q=delicious/user/1 if that helps. It appears that even though the delicious module is using the taxonomy_dhtml js, it hasn't be correctly updated. Or something. I don't know, I just am not sure where to start with getting it fixed.
