"Date" type fields not handled correctly when setting new reminders

This is very similar to issue #1720084, but much more limited impact.

When the "Reminders" menu is displayed for a node, the user isn't given an opportunity to set reminders if the last time in the node has already passed. This check may fail incorrectly for a "date" type date field when the node is scheduled for later "today."

The logic for that check should be updated to match what's in issue #1720084.
