Some bugfixes and a more reliable way of keeping the datasync_run.php daemon running.

  • #550892. thanks neilnz: restore $mem_lim variable because we need it even if we aren't setting it. bug introduced in #536512 and revision 1.1.2.14
  • #551868 make sure to kill datasync_post_jobs zombie. thanks neilnz. Also fixed a typo bug with keeping track of phases
  • #553132 respawn daemon in datasync_run.php instead of depending on cron. thanks neilnz
  • Update INSTALL.txt for #553132
