I have created a module (openlayers_kml) that uses the openlayers modules to display attached KML files on a map.
The module simply adds a formatter to filefield, allowing an attached file to be displayed using an openlayers preset.
My module is currently listed as a related module on the openlayers project page:

There are 2 branches, the 2.x branch works with Openlayers 2.x and this is the one I'd like to submit.
I have talked with the maintainer of the openlayers project (http://drupal.org/user/147331) and he seems happy to support this application.

As per requirements, the motivation message should be expanded to contain more features of the proposed project. For themes, it should include also a screenshot of the theme, and (when possible) a link to a working demo site using the proposed theme; for modules, it should include also a comparison with the existing solutions.
