Hello!

Here is my module named BlockPage. It gives developers the ability to extend this module to define pages which requires custom programming. It also adds the functionality to define page template files and node template files. Developers can also create a custom page for admin with permissions already set by including /admin/build/ in the first part of their url. Refer to news_page.zip to see an example module which uses block page to create pages.

See the Drupal coding standards to understand how a module code should be written.

It is not clear to me the reason why other developers would create a module that depends from this one. Could you explain a use case for the module you propose?
