cpliakas commentedHi haojiang.
Thanks for the support. I would love to make this module work on Windows, but unfortunately this is a PHP limitation. Cron MT utilizes the PHP process control extension to provide the multi-threaded-like capabilities, and as the link states it is not available on Windows platforms. Although I am flagging this as "won't fix", I am very willing to discuss any ideas on how to add support for Windows. There may be a solution similar to the one Souvent22 is proposing in his Multi-Threaded Cron Job patch for D7, but it takes a very different approach that would require a drastic change in the module.
An "outside of the box" solution may be to experiment with running Apache and PHP inside of Cygwin if you are so inclined. I know nothing about the lower-level stuff as to whether this is even possible, but a quick Google search has shown that some people claim to have successfully compiled the PCNTL extension in Cygwin environments.
Sorry, and thanks again.
