Possibility to create course outline from a course offering

Problem/Motivation

If you start by creating a course offering and fill it with lessons + sections, you might eventually realize that you actully want to have your course planning saved as a course outline (thus being reusable).
It would be nice to be able to create a course outline from a course offering in this way.

As a bonus, you could use this approach when you use someone else's outline in an offering, tweak it a bit, and save it as your own.

Proposed resolution

Create a Rules action that creates a course outline from a course offering.
Add an advanced action for creating a course outline from the offering admin page.

Remaining tasks

Think a bit more, and see if this is a reasonable feature to add.
Implement.
