How to position taxonomy terms($terms) after $content_bottom

I placed quick tabs in 'content-bottom' region. i'd like to move taxonomy terms at the very bottom of the content page.

i figured this from node.tpl.php
if ($terms):

endif;
is to show taxonomy terms, but could not make it work.
