Need the ability to tag uploaded/attached files with a specific license. Users and/or admins should be able to choose a license for any file in an easy manner.

In a sense, yes, we're talking metadata. But I doubt that extra data will be appended to the file. For example, if a specific license is chosen for an uploaded MP3 files, should we add it to the ID3 tag? Maybe that should be an option. But we'll have to store this extra data in a table somewhere because there will be files we can't or shouldn't edit, such as binaries.
