Bootstrap + custom theme missing argument 2 (ID)

Immediate errors upon install and using this module.
Gear icon does not appear anywhere, error detected on line 29 of /includes/theme.inc when processing theme_contextual function -

argument 2 appears to be $id

removing this variable removes the errors, but probably also disables the functionality of this module
