cannot add new or edit context link class in drupal 4.7beta3. The screen appears, but the submit button doesn't seem to have an effect on the list. cannot edit an existing context link class either.

let me know if you want a login id on my site to debug.

Drupal 4.7beta 4, I get the same error clicking on add new or edit on admin/contextlinks.

Fatal error: Call to undefined function: array2object() in /home/juser/domains/somedrupalsite.net/public_html/modules/contextlinks/contextlinks.module on line 482

Also, why is the settings page at admin/contextlinks and not admin/settings/contextlinks like all the other modules?

There were some changes late in the Drupal 4.7 life cycle that broke the contextlinks functionality. I committed a significant update yesterday that should fix all of this.
