This is a weird one.
I have the new comment form in a block on my site.
If you have CKEditor on a textarea within a block, this module breaks the block.
The ckeditor.js file will only load once on the first page load, then on subsequent page refreshes the block will not have a CKEditor in it and ckeditor.js is not included in the page's source html.
I could be wrong, but I assume this means that any block that loads it's own js will have similar issues.

Yes, we put in cache the resulted $block, so the function which is supposed to add the required js file is not called.
Two solutions :
* add it in the theme layer or in the hook_init.
* do not cache block with a form. (which is not safe and - I think – can cause csrf problem)
