Here's a patch which statically caches the block titles, reducing the number of queries per page to 1.

Also, any chance you will release this as a "full" project (not as a sandbox'd project)? It works great for me. We're using it on a corporate intranet.

Thanks. I'd prefer not to apply improvements here without first improving the source code in either context or blockcache_alter (or at least having a patch there in place). Is there a relevant issue/patch?

This isn't my focus area so I won't be promoting the project or posting releases. What about you? If you're up for the work of maintaining, I'd be happy to assign it to you.

Not that I'm aware of. I'm happy to co-maintain this module, if you're okay with us making it a non-sandbox'd project. :)
