Context listing incorrectly sorting tags/context names [#2218191]

Tag: Nike
Context: nike_homepage
Context: nike_sitewide

Tag: Nike Shoes
Context: nikeshoes_homepage
Context: nikeshoes_sitewide

This results in a sorting of tags and contexts on the context listing page as:

Nike
Nike Shoes
- nikeshoes_homepage
- nikeshoes_sitewide
- nike_homepage
- nike_sitewide

When it should be:

Nike
- nike_homepage
- nike_sitewide

Nike Shoes
- nikeshoes_homepage
- nikeshoes_sitewide

Here's a patch that works for me. Maybe not the best way to accomplish this, but it does the job.

I'm having the same issue, but this patch doesn't solve it for me.

In my case, I have two tags: gemeente and gem.

The interface shows:

gem
gemeente
- context gem 1
- context gemeente 1
- context gemeente 2

where it should be:

gem
- context gem 1
gemeente
- context gemeente 1
- context gemeente 2
