No easy way to access layout config without blocks present

If you've created a context but haven't placed any blocks, there aren't any contextual menus for you to access the Configure Layout link from. I'll post a patch that adds a link to the shortcut drawer, similar to what Context Inline Editor provided when Context required the config block to be placed on the page.
