The interface is missing for context after install.

/admin/structure/context
Shows the structure links

/admin/structure/context/settings/
shows a Save configuration button

That seems to be the extent. All 3 modules are loaded.

Can you provide more information about how you enabled the context modules and what other modules and themes you have enabled that may be interacting with them? I tried a from scratch Drupal 7 standard install and then enabled the context modules from the admin/modules page and the links are showing correctly for me. Does a cache clear cause the context link to show up on the structure page? You may want to see if any of the comments in these issues help resolve your problem:

Had same issue, "clear cache" solved it.

Same issue here, and also, clearing the cache solved the issue. I downloaded and installed the module with drush.

You are having the ctools bug for sure. Either update to ctools dev or apply the patch in #933946: Missing Context UI in admin/structure/context.
