Two things:

1. The welcome email tokens are not replaced dynamically in the email sent by CPCU

2. The email that is sent contains the supposed subject line in the body of the email

I'm flagging this as major, at least until this is resolved #1462384: Option to not send welcome emails to created users

luckily both fixes were simple.

1. the variable $variables was being used for the replacements, when it should be $params

2. the same function was being called for the subject and the body of the email

patch attached.
