I want to deny access to anonymous users based on the access_content permission.
The default value for that permission is enabled.
The current config file that is being created only allows you to 'grant' access to certain roles, but not to revoke default permissions.

My bad, it was a problem with my simpletest set-up not using the right directory for my config files.
