The Config Split Manager module was developed to provide full site configuration splits (i.e. YML files), for example, when you have multiple "Production" environments (see https://www.drupal.org/node/2909265).
The Config Split Manager module's UI also makes it easy for administrators to manage module configuration per split (aka environment). The modules' configuration can be exported via the UI or by using the included 'drush csmex -y' command. Config Split Manager also automatically adds any new module installation to the "Dev" split to avoid accidentally enabling that module globally.
