When in maintenance mode, the site is still inaccessible to users who have been granted the "Administer site maintenance" permission. The ability to view offline sites has always been the main reason I've granted "site configuration" permissions to users. Is modifying that behavior outside the scope of this module?

Same problem here. Without a fix it makes the user pointless for administrators as they can't log back in at all.

That`s outside the scope of this module.
It requires hacking drupal core to achieve this functionality.

A simple search on drupal.org will give you info on the hack if needed.
