Don't use this module. It didn't get very far.
The original idea for this module was to separate pieces of data (site name, GA tracker code, GTM container id, api key, etc) from the rest of the configuration so that these values could be easily set per site/environment.
IE, maybe you want to let a site owner change the GA tracker id but not be able to impact the rest of the ga module settings.
