Panels exports don't revert

I've exported a Panelized group homepage and groups directory and they are both detected by Features but neither one is currently reverting and both show up as default.

Interestingly, editing the Panelizer settings for group nodes does expose a "reset defaults" button which seems to be able to revert the config to default.

My next debugging step would be to print the output that Features has for the default state of the panels components for Commons_groups.
