the user photo, description and social links need to be put into a 3 column AT panel. this will take care of the horizontal columns and the responsiveness of them.

Do you have the commons_user_profile_pages feature enabled? The feature uses a 3 column AT layout.

A simpler option to get this to work would be to wrap the social links in their own container so they can be floated along with the image container and the description container.
