Currently Commons doesn't define any text formats - Let's define the same ones as Drupal core.

Let's make sure that there is one that aligns with the WYSIWYG requirements. If I recall, sometimes in the past the defaults allowed markup that the WYSIWYG could not handle.

Yes, we should be following Spark here. I'm refining the scope of the present issue to focus on getting some kind of filtered HTML role into Commons since this is a blocker to progressing with the Activity stream functionality. For the long-term solution, I've filed #1760498: Integrate Spark with Drupal Commons.

I tested on a fresh install and committed: http://drupalcode.org/project/commons.git/commit/6664a27 .

I'm coordinating with the Spark team to identify the best path to a Featurized version of Spark-related formats, permissions and other config.
