If you download 2.7 from theDrupal website the file is called commons-6.x-2.7.tar.gz It is 2.8mb.
It does not include an update to Drupal. It does not include updates to contributed modules.

If you download 2.7 form Acquia, the file is called commons-6.x-2.7.tar.gz (ie identical) it is 16.4mb in size.
With any luck it will contain all the updates needed.

Either

  • These download files should be the same
  • These download files should have different names

The notes that are attached to this drupal.org page apply to the Acquia download, not this download.
This drupal.org page needs notes that relate to the file that is downloaded.

To elaborate on that: The Drupal.org version will contain a fully packaged download on the Drupal 7 version of Commons.
