open atrium and open commons are having some sort of similarity in features.
I want to create a company intranet, a home page for company, and different departments have it's own home page.
User could upload event/activities photos, documents and news announcements for individual departments or company home page and company.
Which distribution is more appropriate ?

lightsurge CreditAttribution: lightsurge commentedI reviewed both for a similar project and chose Commons because, personally I found it more straightforward to customise, the theme for example. Commons also had more of a 'front page' out of the box.
Open atrium to me seemed much more polished, at least at the time, but so polished in fact I found it difficult to scratch the surface.

IMHO, based on your description I agree with lightsurge: Commons is probably better than OA.
Also, if your deadline can handle it, I would recommend to wait for Commons on Drupal 7 - first betas should be available in July 2012.
