[3.x] Define explicit dependencies and install dependencies

Problem/Motivation

Drupal Core 8.6.0 introduced the install key to profile.info.yml: https://www.drupal.org/node/2952947

We can now define dependencies that are required and "recommended" modules that are installed but can be uninstalled later.
